Can I run the engine long enough to turn the car around without the Upstream O² Sensor operating once I cut the burnt wires running to it?

The idiot mechanic who last worked on my car changing that manifold didn't reconnect the harness in the proper place allowing it to fall into a gap in the manifold melting the connector and shorting out the system. It blew 4 20A Engine Fuses before finding it after placing a new PCM in the car.

Absolutely, you can. It will likely set a code, but chances are that has already happened if the wiring was melted.

Code probably didn't set since I was attempting to check injector signals with a NOID light, and it never fired. Not worried about the code as I can clear it. Will let you know if I need help with it after I get it changed.
