Blower motor runs only at low speed

When I turn the heat or air conditioner on all the blower runs on is low speed.

This may be burnt wires at switch or a resistor or a bad switch. The resistor may be on heater box under-hood, been so long I forgot and we do not list it in our manual. If this is automatic temperature control where you set temperature it is completely different.
