It sounds like there may be an issue with the brake light switch. There is power to them all the time, so if the switch is out of adjustment or shorted internally, the lights may stay on all the time. Can you tell me which fuse actually blew? Did the lights come on after the fuse issue?
I attached a picture of the brake light location. It is on the brake pedal mount. What I suggest is to disconnect the switch to see if the lights go out. If they do, check the switch for operation. You can use a volt/multi-meter to check if the switch is working. Here is a link that shows how to use one:

Start there since the rear lights are staying on. I will tell you, it takes a lot to blow that fuse. There must be a major short at some point.
