Blend door actuator on left side (driver) replacement issue?

I checked system it comes up with 9 blinks on self-test. Code states problems in the air mix linkage, door or motor. I located the actuator that is not functioning. It works sometimes, other times it will not move. I looked under dash and located it, my problem is the fuse box panel is in the way, can I lower fuse panel without disconnecting it so I can reach it? I am not able to send pic too hard to see with it in the way or is there another way to reach it I do not see one. Thanks

Sure, you can remove the fuse panel and leave the wiring connected, but I would disconnect the battery first, here are the instructions on how to replace the actuator correctly in case you need it.
