Replace the driver side and passenger side blend door actuator. The driver's side works perfectly fine, but the passenger side only has warm air and no cold air. What could cause this?

Yep, it sounds like the passenger's side blend door actuator is bad here is the location of the actuator so you can change it out in the diagrams below. It will need to be programmed which is done with no tools or computer, it is a simple procedure. Check out the diagrams (below). Please let us know if you need anything else to get the problem fixed.

I replace the passenger side and it still only blows warm air. Also, I followed the procedure to be programmed and still no change has happened.

Can you remove the actuator with it still plugged in and activate the system to see if the new actuator moves? Also, once the actuator is off see if you can work the blend door pivot by hand and see if the temperature changes, this will help us see if the blend door itself is working, this guide can show you what I am talking about.
