While driving I noticed that I could not turn the steering wheel?

As I was driving the car I noticed that I couldn't turn the wheel. So, I parked the car and popped the hood thinking that it was the power steering. When I noticed that the belt came off the vehicle as I was looking to expect the vehicle the belt was wet nothing is wrong with the belt, but the pulleys wet, the tensioners wet, and everything looks like it's wet with either oil or antifreeze.

Hi,

Either coolant or oil could cause the belt to slip. Not always but often, a failed water pump will get leak coolant on the belt causing it to get wet.

I attached a picture for you below showing the pump's location. Check around that area. Also, check behind the water pump pulley to see if it's wet.
