Here are only a few of many thing you can encounter when re programing a key fob ...These things happen somtimes when the original key fob is lost ..then when you try to add a new one to replace it ..
it never throughly programs so somtime the new fob will only do a few things like doors but not start the car or open the trunk and various other things can happen do you have the original key fob that came with the car when it was new ? Other things can happen too like like when you program the key often times you need to remove one key fob from the car ( proximity type ) like 25 feet away or so while working on the second key fob..
Also check to see if there maybe an obstruction in the trunk latch causing it not to latch all the way and making it come open somtimes can you hear the acuator does the fob make it click ? .. you can try re programing the key fob again incase somthing was missed during the last set up sequence..
Also when doing this was the batery fully charged ? that can cuase issues when trying to program fobs
Also retrace your steps did everything work fine before reprograming the new fob?
Its usually best practice ti use a biderectiinal scn tool with fob reprogrming capability ir beter per a stand alone programing tool like an xhorse autel key fob programer at least but I think in your case you might not need them not sure but being g a dodge you might be able to just use a factiry re configuring sequence right inside the car yourself its the so called easy way but I find its not always effective to many variables thats why either way a good quality scan tools really the way go ..but ti answer your question yes if the other meathods dont work then you might need to re program the modual that would also need good capable scan tool .. hope this helps good luck .
