I have a brand new battery and new terminals no rust and on tight. Sometimes I will start car and it will start sometime I turn the ignition over and it does nothing like battery is completely dead. And when I drive down road battery will cut off and back on. Can’t figure out what’s going on.

Welcome back. Check at the other ends of the cables where they attach. Both ends need to be clean and tight. Also check the grounds from the engine to the chassis and chassis to the body. Any rust or corrosion between the connections can cause problems.
