Bank 1 sensor 2 O2 sensor

I have a p0141 code for my 1997 Ford Escort. I know it is a O2 heater circuit malfunction. I need to know where and how to fix this problem.

You have a heater code specifically so most of those things wouldn't apply here. It's not the signal that you have a problem with, just the heater, If it were a power supply fuse it would have knocked pout both sensors so you should be able to eliminate that. That leaves either a bad sensor or related wiring. It's usually the sensor itself with the heater burnt out. This would be the downstream sensor, the one after the converter.
