Code P1361, balance shaft belt/TDC

So I pulled into the driveway shut car off it was running fine. Started it the next day and it shut off right away and started back but would only rev to 3,000. So I ran the codes and it came up p1361 or something like that ill have to go look again but the code was for TDC noise. And what I found was it has 2 sensors under the lower timing belt cover so I pulled the timing belt cover. And when I did the balance shaft belt fell out in pieces. So now i'm sitting and wondering how do I get it into TDC also how to set the balance shaft alignments. Any info would be greatly appreciated I plan on buying new belt tomorrow but since i'm already this far do I also do timing belt and tensioner.

Good morning,

Yes, if the belt failed, replace both belts.

Also, check the tensioner for the belt to be sure it is not bad. Those belts shred for a reason. Turn the balance shaft by hand to be it is free as well. If it is hard to turn, there is engine damage to the system.
