Bad PCM--per mechanic at a repair shop--says he doesn't do this type repair and referred me to the dealer

Car turns over but won't start--We have replaced the battery and the coils and the ignition control module
It seems to be getting fuel
Can this problem be repaired by someone other than a dealer?
