Backfiring and losing power

Good day.

hope you are able to help me.
i have the vehicle listed above Conquest 1300. I am having a problem with the car backfiring and losing power. When I try go up a hill it stutters and backfires and goes up slowly. Spark plugs were changed about three months ago as well as the leads. When the change was done it worked nicely but problem has come back. When I am on a flat road it sometimes will not pick up speed and go faster than 85km/h.
i have noticed that the air filer on the carburetor is 90% black and can't see inside the petrol filter.

Good morning,

I would start by checking compression to be sure there is no internal engine damage.

I would also remove the valve cover and inspect the upper end of the motor for anything broken or not attached.
