2004 Audi Quattro windshield wipers

wipers chatter at timer speeds, also at normal speed but not at high speed. but high speed action is slower than it should be. dealer mechanic has replaced wiper blades, then changed the blade angle, problem continues.
any ideas?

I would suggest checking the wiper links for lubrication and excessive clearance.
