1998 Audi Quattro Servo-matic power steering

I have a '98 Quattro Wagon (earlier C-4 chassis) and the steering is sometimes (not always) very heavy at low (parking) speeds. Does this car have "servo-matic" power steering? If so, is there a way of telling whether the problem is servo, rack or pump related?

Servotronic is the industry jargon for speed sensitive power steering. It is possibly a failed servotronic module as you claim it to be intermittent but still working.
