1997 Audi A6 possible starter lemprob

When i turn the key the car doesn't turn over at all and the only thing i hear is a continuous clicking noise coming from the fuel relay under dash.Have a new battery.Is it the starter and where is it located?

Starter is located under right side manifold, attached to trans from engine side.
