Question about a timing belt

1. How do I know if I need to change my timing belt and what if I don't change it?\
2. After I changed the oil and surk plugs my car smokes for about 30 seconds when I star it up and then stops smoking. Could that be that I put too much oil (I think I did) or I put the wrong surk plugs?

I would apprecciate your help

Too much oil can be a problem, if you overfilled the recommended capacity, drain the excess oil out until you have enought oil to reach the full mark. As far as the timing belt is concerned, changing it every 60,000 is a good idea. If the belt is run for too many miles it can break causing numerous problems. It is much better to change it before it breaks. Changing your water pump at the same time is also a good idea since they have about the same service life.
