CAR IN ACCCIDENT AND RIGHT REAR FRAME WAS TWISTED FROM IMPACT AUTO SHOP SAID THEY HAD TO CUT AND WELDED IT TOGETHER CAR RIDES VERY BAD AND HAD APPROX $21,000.00 IN DAMAGES WAS THIS THE RIGHT WAY TO HAVE FIXED FRAME

Body repair for accident damages requires cutting, replacement/repair and welding of parts. For frame repairs if parts were not replaced, it sometimes requires the parts to be dissected to enable repair.
How well the job was done is another matter.
If the car is riding badly, you ought to get it inspected for body, frame and suspension alignment.
