windshield wipers, blinkers, radio and windows do not work?

when I start my car in the morning the windshield wipers, blinkers, radio and windows do not work until I get about 15 minutes down the road, i have tried letting it warm up and sometimes this does not even work. any ideas?

Yes, this happens when the "vehicle electrical system control module" goes out here is the location so you can change it out which should fix the problem. Check out the images (below). Let us know if you need anything else.
