2000 Audi A4 heater/AC blower

1.8T quattro heater/ac blower not running. Removed blower and bench tested motor at local motor shop, it's ok. Climate control shows it is trying to run blower, the display is ramping up and down in auto. In manual the display shows fan speed is adjusting. All dampers appear to be moving (can hear them shift).
There is voltage to the blower connector but not on the blower motor leads that connect to the motor.
How can I determine if it's the control or the blower?

Hi
is HVAC automatic or manual? If voltage at motor then check for ground on brown wire. Your system is self diagonistic so having a scan should tell what is at fault.

Its automatic, display not functioning for codes.

When in auto mode the speed display ramps up for few seconds then off or no bars. Cycles like this but no blower run

System can be acessed vid data link with a diagnostic scan tool
