1999 Audi A4 fuses

High beam headlights are working fine.
But I have no low beams.
Could this be a fuse?

fuses 20 and 21

FUSE PANEL LOCATION
Fuse panel is located behind trim panel on far left side of dashboard. open the drivers door to see cover
