1999 Audi A3 Temperature shooting up!

i have an audi a3 and i have been having problems with the temperature gauge going up and beyond "90" degrees. we figured out the fan was not turning on.i have replaced the fan originally then replaced the thermostat. recently it went up again and i took it to the garage who checked the fan (which was working!) they checked the sensor ( still no luck in the fan turning on) they did a direct check on the fan and it was fine. Then they said it could be the switch, but still no luck. and they have given my car back to me saying, they dont no but it could be an elctrical fault that is causing the fan to stay off and not turn on. they also said when driving the car should be fine but when stuck in traffic it couuld cause problems. i need some help as i really dont know what to do.
