Hi entist,

Sooty spark plugs means too much fuel is getting into the cylinders or the combustion is incomplete.

1. Is the automatic choke is opening fully?
2. Is the valve timing correct?
3. Are there any vacumn leakages?
4. Is the igniton timing correct?
