Attaching front license plate

If you are reading this, thank you for your time and your help.

I need to attach a front plate or I will get fined. My car has no bracket or screws, because it was originally sold in a state with no front plate requirement. Brackets are not sold for this model, period.

Can I just drill into the bumper and create my own mount? How would I do this?

I have already committed to creating a makeshift mount myself, so no need to instruct me on how to get hold of the elusive 2008 brackets.

See picture. you should be able to get plastic square things that go into bumper to hold the screw auto parts should have that available.
