Anti-theft on no start

the van has no pats keys but anti theft light is flashing with no start.

This usually indicated a communication failure in the CAN network on the vehicle. The catch is that in order to test for that failure you need a way to talk to the ECM and instrument cluster on that network as those are the parts involved even without the PATS option. The tools needed are a break out box and an oscilloscope to test the CAN signals and see what module is causing the problem.
Even without the PATS keys the rest of the anti-theft system is still there. You might try a reset on it to see if it still sees the door locks. Try locking the drivers door with the key, wait 5 minutes and unlock it. On most non-pats that will cycle the system from armed to off. If there is a CAN issue this won't work. Step 2 would be to disconnect the battery for 5 minutes and see if it resets. Again if it's a CAN issue or a fault in the instrument panel this will not help.
