anti theft is flashing and wont start?

Truck was doing fine, grandson had been driving it and one day when he was leaving to return home, no start. everything works other than the obc2 port is dead and the anti theft light is flashing and want start. the starter will turn over at the fuse, but no start with or without the keys.

This sounds like the ignition switch is bad, does the fuse # 2 (data connector) fuse have power? Please use this guide to help us see if the ALDL, (data link) connector has power.
