When I start the truck I lose all presets on the radio and the clock resets to 12:00 am

would too small of a fuse make any difference?

Only if the fuse is blowing, then you would need to find out what is blowing the fuse. The voltage is dropping too low due to either a weak battery or bad connection at the battery through the terminals. Have you had the battery tested?
