After replacing the alternator, I cannot get the tensioner pulley to release?

I changed my alternator today and I cannot get the tensioner pulley to release now and tighten the belt back up what is causing that? And now the belt has a ton of slack in it

It should automatically return. Are you able to make it move manually? Also, are you sure the belt is routed correctly? Take a look at the pic below. Note that I am assuming this is a 1.8L 4-cylinder engine.
