Alternator not charging

tested alternator passed, new battery, checked fuses, alternator wont charge. checked wires to plug into alternator one shows 3 volts with vehicle running other shows nothing.

Okay. More than likely you have a PCM issue at this point. The PCM contains the voltage regulator for this vehicle so here is a test that should confirm this. However, worst case I would put a PCM in it and go from there.
