97 RAV4 accelerator hard to press

1997 Rav4 with 80k miles:
My accelerator pedal is hard to press down and the throttle line seems to be loose. From a related question in the forum I might go clean around my throttle plate if there is an air intake problem, but would an air intake problem cause such difficulty in depressing the pedal? What do I need to do here?

I don't understand what you mean by ?

Start by disconnecting the throttle line/cable from the throttle body. Operate the throttle by hand and see if there is binding? This will isolate the problem to the throttle body or the cable/etc. Let us know what you find.

The throttle moves just fine on its own. The cable is loose yet the pedal is hard to press down. Doesn't make sense to me, but that's why I'm here. The pedal is what I'm most worried about. What do you think?

If the throttle itself moves fine with the cable disconnected but the pedal still has excessive resistance-

Remove the cable from the pedal arm. If the pedal moves fine now, the cable is bad. If not inspect the pedal hardware itself.
