2004 RAV Gas Mileage

My 2004 RAV4 has always gotten 25mpg year-round. For the past 2-3 months it's only getting 21-23mpg. I just passed 50000 miles. Am I missing a maintenance step? Changing a filter?

I would get a major tune-up, change oil and filter, change tranny fluid and filter, and last do a cooling system flush.

The oxygen sensors could be getting lazy or getting to the point of calling it quits. Final your driving habits.
