That appears to be pitting from chemicals and age. You see that a lot on intakes and heads but not too often on the block surface. The cure would be to send it to a machine shop for planing but it makes me wonder about the condition of the rest of the engine and whether it's savable. You would also be increasing the compression ratio by doing that.
