1998 Sunfire-keys wont come out!

My daughter has a 1998 Sunfire, sometimes, when turning off car with keys, it wont turn all way back to pull keys out. It is still in assessory slot. It will still go into start mode, but wont turn far enough back to pull keys out. She is stuck. Can leave keys in car, and light on dash still on. One time I turned keys real hard pull upwards, they popped and came out. She could do this also. But now worst, Today they wouldnt come out. So she came home, and they came right out like normally.I shifted transmission into drive and back several time. Rocked car, wiggled steering wheel, etc. Thank you for your time.
