Electrical problem

ive recently put a rover 620 2.0 turbo engine in a rover 214 iv used the whole 620 wiring loom and ecu. i go to start the car and i get a clicking noise coming from the top relay on the fusebox.. the car wont turn over iv been told the ucu needs programming but iv tested it all out when it was in the 620 and the ecu is not coded all the earths are good and evrything is wired up perfect but i cant get the car to turn over
