You might want to take the car somewhere else to have them perform a "Proper" Alternator test.
At 19 volts your regulator is obviously not "regulating" the voltage.
And your regulator is internal to the alternator, so hopefully no one is blowing smoke up your skirt (just an expression) by saying they replaced it. It's usually easier/quicker to just swap out the entire alternator.
Just because an alternator is working at idle does not mean it will work at a higher RPM. A "proper" test will help to pinpoint your problem.
