1993 Corolla DX speedometer problem

My speedometer hasn't been working for quite a while. It sits at 0 until i reach about 45 mph. Then it goes up to 68 mph and just stays there until i go below 45 again. My odometer works fine and once in a blue moon my speedo will start working again for a short time. Any ideas on what the problem is?

How much does that usualy cost? I can get a new speed sensor for $40. Is that most likely the problem? How hard is it to replace?

The VSS is at the tranny-maybe bad internal contacts-gear sheared-disconnected
