Help ! - Can u solve my brakes fault

My car is an ageing (1983) Austin Ambassador (Uk) British Leyland

Over some months my brakes had become spongy and the pedal had dropped.
My braking system is dual circuit operating from one segmented hydraulic master cylinder.
The primary braking circuit operated the rear "Drums" and the two lower cylinders on the front
discs. The secondry circuit operates the top two cylinders on the front discs only. The handbrake
is cable operated and the rear drum adjusters is an automatic ratchet -cam type.
Jobs done to eliminate the fault are:--

New rear cylinders and shoes
New master cylinder washers
New front disc pads + retaining springs
Rear adjuster checked for sticky operation
All pipes etc checked for fluid leaks
Servo system does pass vaccum test and can therefore (Ithink) - be eliminated
Brakes do stop the car well and in a straight line.

Note: The fault (Low pedal and spongy feel) remains a problem.
Further symptoms:-
Brake pedal seems lower when breaking in whilst revearsing
Note pedal was seeming lower on full steering lock so tightened front
(tapered) wheel bearings which were very loose and this has reduced this
symptom. - This is seconfd tightening required to elliminate wobble in
last 1000 miles.

Any help or advise would be appreciated please.

The first thing that comes to mind is that it still has some air in the line. I worked on a 99 blazer a few weeks ago and it was a pain bleeding the lines so the brakes would work properly even though I though I had all the air out, I didn't. So try bleeing them once again.
