1979 Questions for all other cars 4 cyl Two Wheel Drive

I am able to start the car without a problem. The ground beneath the car has gas everywhere. There is a loop near the engine and it has one end going to a gas line and another with just the gas vapor that goes somewhere else. It seems that there is gas going into the vapor side of the valve and not just vapor. Also the fuel pump seems like its still pumping like it does when I turn the key, only it does this all the time. I believe the fuel pump is to turn off after it pressurizes?
This is a MGB 1979.

there should be the one gas line going to the carburetor or filter and that is it. It shouldn 't go to the vapor cannister. Either the gas line is hooked up wrong or the float is stuck and gas is entering the vapor line. this is a dangerous condition and should be fixed immediately.........
