Removing water pump bolts

All bolts are removed from water pump it's loose but won't come out.

Assuming everything is out of the way, it should come out of the block.

Did you get all the little bolts out?

I attached a picture of the pump with all the bolts pointed out. Verify that you have all the bolts out.
