Connect scanner to portal, scanner comes back with "vehicle not responding". Why?

The ignition switch has to be in the "run" position. You may be using a scanner that is too new. 1995 and older vehicles use an older computer language, and none of the different manufacturer's systems were standardized.

What scanner are you using? As Doc says that is an OBD I vehicle. I would also verify that you have power with the key on.
