Do you have a multi-meter to do some testing? Also with the blower on high have you tried smacking the blower motor with your hand to see if the blower motor starts running?

Did couple smacks and switch form high to low to no avail, used the multi meter to test for continuity.

At almost seven volts I would think the fan would run at some kind of speed it should be battery voltage on high.
