aircon flaps blocked ans engin fan working at 83%,

Aircon flaps blocked as per diagnostics how can I unblock the flaps and after I steam cleaned engin for roadworthy certificate the engin fan now runs at 83% and not 100% do I need to replace the fan unit.

Not sure what you are referring to when you say flaps. As far as the fan, see if that changes after everything has enough time to dry out. Something may have gotten wet and causing the change in performance.
