Airbag light does not turn off and the horn does not work

Airbag light stays on, horn does not work. The middle of steering wheel where airbag would be feels soft.

The combination of symptoms points to a broken clock spring. That is a wound-up ribbon cable in a plastic housing under the steering wheel? Is there more to the story? Was the air bag deployed and someone cut it off and did not replace it?

It was purchased like this and the Carfax was negative for accidents and airbag deployment. There is no physical evidence of any major repair. Would the clock spring make the center of the steering (airbag area) soft, almost like an empty feeling?

No, the clock spring is down inside the column. You cannot feel it at all.

No not at the moment. Is there a way to check wit out a scanner? If not I will have to have an auto store check for me.
