a minor fenderbender accident deployed airbag, car insurance declared the car is a total loss or beyond repair, can the bag be replaced

There is a lot more than just the bag that has to be replaced. You will also need the control module, seat belt and likely sensors. You have at least a couple thousand in air bag parts.

Besides, if you had enough impact for air bag activation, you have a lot more damage that isn't visible.
