Air conditioner noise

When I press A/C on I hear a whine noise that increases with idle as soon as I depress A/C button whine stops . even though the fan is running I have no whine noise. I am told my compressor is low on oil. I can find no video to add compressor oil or no shop that knows how to do it.

It sounds more like the air conditioner belt need to be replaced which will make a whining noise once the system is turned on.
