my name is Justin the HVAC will blow out of all the vents on max air conditioner, but it will not blow out the lower dash vents what is wrong and how do i fix it?

check for a vacuum leak either control or at vacuum motor could be a cut line as well. you will have to remove gas pedal to gain access if you have to remove it.
