Air conditioner climate control not working

I went to a mechanic to get a quote for my climate control issue. My climate control has 4 levels 1-4 lowest to highest in level of cold air. It only hits level 4. One through three does not blow any air only til I put it on level 4. Okay so the mechanic said I have he has to order the blower system I googled it doesn't seem to be a thing. Can is possibly be the blower switch or resistor ??? I'm very confused ATM.any guiding would help. rn tia

Good morning,

I attached a diagram of the location of the resistor for you to view. I also attached the connector diagram.

To be sure it is the resistor, you need to test for power to the resistor with the control commanding the 3 steps where the blower motor does not work. It is a very common failure. If the resistor is bad, you will have power from the control head but the blower motor will not work.
