Airbag light in dash not illuminating at vehicle startup

When starting the car, dashboard lights such as seat belt, and other symbols light up, but the airbag symbol does not light up at startup. The light does not come on at all. Can you tell me if this airbag symbol on the dashboard is supposed to momentarily light up when the ignition key is turned to start the car? Unfortunately, I failed a state inspection, since the inspector said this light should momentarily illuminate.

Yes, all lights on the dashboard should momentarily light up when ignition is switched on. It is possible the mini-bulb for the airbag light in the instrument cluster is burnt out.
