Air bag light flashing code 32. is this a faulty or dirty steering wheel clock-spring or a loose connection?

It does refer to the initiator circuit, which includes the clock spring. The clock spring is the best suspect, but if the ribbon cable is breaking apart, you should lose the horn too, plus the cruise control if its switches are on the steering wheel.

Horn still works not sure on the cruise control.

The circuits rarely all fail at the same time, but when more than one fails, that is the clue to suspect the clock spring.
