1993 Acura Vigor Will not turn over.

1993 Acura Vigor will not even try to start. Tried jumping, disconnecting battery, removing the #39 back-up fuse etc, still nothing. Everything lights up as normal with the ignition and works except the motor! Any help would be greatly apreciated.
