I had the same problem in my 99. If you are replacing the mirror with a new. I went to the junkyard and the guy pulling my replacement broke the windshield and the mirror. To no avail I went home and did the job myself. Asuming you are disposing the mirror you are pulling. I used my Dremel Tool. Using the metal cutting disk. First cover your dash with a blanket or equivalent. Very carefully cut the black metal housing where the metal ball resides. All you need is to cut enough right in the middle until you feel the mirror housing gets very loose and it will come right off.
